My bro has a problem with his computer. When he right clicks on the desktop and clicks properties, nothing comes up at all. It comes up with the egg timer and that's it. In Safe Mode you can do it but not normal mode. Control Panel -> Display doesn't work either. Please, if any of you know what to do and how to fix it, I will be eternally grateful

Now we have an even worse scenario. My bro's whole computer will not boot. It will not boot windows, it just blinks a few times with that dos underscore thing and then reboots. You can't load Safe Mode and you can't do that Last Known Good Settings thing. It's blank, nothing works.

HELP!

That's called a "cursor". DOS underscore - that's fresh.

Press F8 right before windoze boots and select "Command prompt only" from boot options. Then type "fdisk /mbr", reboot. If doesn't help, try booting witj logging on, it will list processes and driver's it's loading. Last one in the list is probably the one that causes fuck-up's. Connect his hard drive to some other conputer and run scandisk or chkdsk on it from the command prompt. If no disk error, you have a registry, filesystem or just plain windows degradation, or a virus. Run antivir on it. If no viruses, put the HHD back in the original computer, boot from a windows CD and reinstall windows, but in a DIFFERENT folder, not "windows", but "win" for example. Copy necessary files, and delete old WINDOWS folder.

Got a bit further. We can get into the properties dialog but can't click Display.

rundll32.exe is fucked - get that file from some other computer. Google prcview.exe, run it and kill all suspicious processes. Try again.
